Some of the Russian media have specific comments on the situation of Russian experts to the accident at the pipeline SAC-4. In particular, the director of the Institute of Oil and Gas Problems of the Russian Academy of Sciences Anatoly Dmitrievsky, argues that the alleged «accident in Turkmen gas could be caused by worn out of the gas transportation system» or «by the action of dispatcher service of Turkmenistan», that is not true.
This argumentation does not withstand any criticism, and never will be taken into account by the Turkmen side.
Such remarks by the head of a famous Russian Research Institute shows or ignorance of the status of this area, or a deliberate distortion of facts with the filing of certain circles who are interested in extracting some benefits from this situation.
The development of the energy sector for Turkmenistan is a priority, and in this regard in the country realized a long-term modernization program in the industry according to the highest scientific, technical and technological standards.
Since the Independence, Turkmenistan has upgraded a significant portion of the industry, including gas transmission infrastructure. The State from its own sources funded and carried out billions of dollars investment in gas fittings and gas industry, as well as the transmission system.
In cooperation with major foreign companies have been reconstructed, the existing and newly created major new gas transmission facilities of the country's infrastructure. Among them - hundreds of kilometers of new pipelines (including those for which the gas is exported), constructed a number of gas stations and gas, heavy-duty. These works are going on a program basis, which guarantees smooth operation of the entire infrastructure of the production, processing and transportation of natural gas in Turkmenistan.
It was a surprise that the attempt of Mr. Dmitrievsky, negatively characterize the activities of dispensary service in Turkmenistan. And in this case by the Russian scientist was shown a complete ignorance of basic provisions and established practice of the Russian side of the purchase of natural gas from Turkmenistan.
The Turkmen side recalls that according to the contractual terms of the sale of natural gas reserves, Turkmenistan is the supply of the hydrocarbon raw materials on its border. Russia gets the volume of natural gas through the metering point Deryalyk. For further transportation, transit and delivery of natural gas to the end user the responsibility of the Russian company "Gazpromexport".
The Turkmen side believes that it is very unfortunate and unbecoming actions of those who attracted the experts' comments, even if positions of responsibility at the level of Director of a major Russian research institutes, displayed incompetence in the assessments of this complex and sensitive situation.
